  • The instrument is formally the Recommendation on the Ethics of Neurotechnology, adopted by UNESCO’s 43rd General Conference in Samarkand, Uzbekistan on 11 November 2025 and entering into force the following day (12 November 2025) — the first global standard-setting instrument in the field.34
  • All 194 UNESCO Member States negotiated the text; the drafting was led by an expert group co-chaired by French neuroscientist Hervé Chneiweiss and American professor Nita Farahany, drawing on more than 8,000 contributions from civil society, industry, academia and governments over roughly two years (2023-2025).4
  • The Recommendation is rights-based and covers the entire neurotechnology life cycle (from design through disposal); it is not legally binding but calls on Member States to give effect to its principles through legislative or other measures consistent with international human rights law.35
